Yosif Bulbuloglu, 40, and Sesil Kacti-Bulbuloglu, 36, are aiming for a February opening of Massa Pasta on Washington Street in Tenafly.
Bulbuloglu studied at Le Cordon Bleu in Canada, where he graduated first in his class of 40 students in 2008.
